The version in SourceForge CVS is probably the best thing to use at this point.
Use these commands:
cvs -d:pserver:anonymous@cvs.sourceforge.net:/cvsroot/cvscop login
cvs -d:pserver:anonymous@cvs.sourceforge.net:/cvsroot/cvscop co cvscop
Press ENTER if prompted for a password.
If you don't have CVS, then CVS Cop isn't going to do you any good. There is a tarball available here, though, if you must have it. It's probably outdated and unstable. Have fun.
